PROCLAMATION.
Commandant and Council having thought it necessary that a
certain hour should be fixed, at which time the market or mar-
kets shall cease on Sundays or other Holydays, do hereby order,
that nine o’clock in the morning of Sundays and other Holy-
days, the markets shall be broken up and not to recommence be-
fore four o’clock of the afternoon of such days.
And do further enjoin the schout to see this proclamation
carried into eflect by seizing for his own use whatever he may
find in the markets (the fish market on_ the Bay excepted) after
one...”

do forbid by these presents, the selling by English weights and
measures, and in case any person or persons of the above di-
scription, or any other, whomsoever it might be, shall be found sel-
ling by any other than by Dutch weights or measures, they shall

PROCLAMATION.
Whereas many slaves are seen strolling about the streets of the
Upper and Lower Town, at all hours of the night,
Commandant and Council have thought proper to order, that
every slave met in the streets after nine o’clock (at wich hour the
gun will hereafter be fired) without having a written permit from
his, her or their owner, or a lantern with a lighted candle
therein, to prove that they are out on their owners business,
shall be taken up and committed to the fort, there to...”

brought in a clandestine manner at ni^ht in Town to sell, which
irregularity does tend greatly to the prejudice of the planters , not-
withstanding ist having been prohibited by former proclamations of
20th February 1793 and of 10th February 1802 . they do therefore
of a new by these presents sereously forbid every individual, with-
out distinction, of buying from any slaves whatsoever, any canes
(either whole or jointed), sugar, or syrrup, unless the said negro
produce a ticket from their owner, on penalty that such pur-
chaser 'if a white person, will be fined fifty pieces of eight, if
a free person, to be imprisoned for three days on bread and water,
and if a slave, to be severely whipped, and do further recommend to
all white and free presons, wherever they may find canes, either
whole or jointed, selling, to cake them away and give immediate
notice thereof to the Fiscal.

Article 2nd.
The burghers and inhabitants from 16 to 60 years of age
shall be obliged to appear at such places and at such time as they
shall be ordered, under pain of such sentence as a court martial
shall award, and in case of an alarm, they are to assemble at
the head of the Hill, being the appointed alarm post, unless pre-
vented by infirmity or sickness, certified by the medical officer,
under a penalty of twelve pieces of eight.
Article 3rd.
After the burghers are assembled, no person shall be permit-
ted to absent himself without leave of the commanding officer,
under a penalty of 3 ps. 8/g.
Article 4th.
Any person neglecting to obey the summons given him by his of-
ficer , non-com. officer or person appointed by the commanding officer,
to turn out for drill or parade at the appointed hour, or refuses
to _ do his duty, shall forfeit 3 ps., which must be immediately
paid, and any person appearing in any manner contrary to the
form of dress...”

Regulations for the Guard.
Article 1st.
The guard shall meet at eight o’clock, and no person shall be
permitted to quit beforè four o’clock in the morning, unless by
special consent of the officer of the guard, under a penalty ot
three pieces of eight.
Article 2nd.
Any person ordered to stand sentry or go the rounds or
elsewhere on duty, must comply and use his own musket, under
a penalty of 3 ps.
Article 3rd.
Should any person be found asleep or neglectful on sentry,
instead of keeping a proper watch, shall be put under civil arrest
for eight days, subject however to do his duty on guard when
his round arrives.
Article 4th.
The sentry seeing any person coming towards him, shall be
obliged to challenge that person » Werda”, and if he does not answer,
the sentry must challenge him the second time...”

De Gouverneur-Generaal der Nederlandsche West-Indische
bezittingen, (of de Gezagvoerders) te (a), permitteert bij deze aan
den persoon van (6), om met het schip genaamd (c), van hier uit
te voeren naar de Nederlandsche West-Indische kolonie van (d),
ten einde aldaar te worden ingevoerd, de slaven genaamd (e),
in eigendom aankomende aan (ƒ).
Zijnde, na behoorlijk en naauwkeurig onderzoek gebleken, dat
gezegde slaven alhier bekend zijn en wettelijk te huis behooren,
en dat er geene vermoedens bestaan dat dezelve alhier, strijdig met
de wetten op den verboden slavenhandel, zouden zijn ingevoerd.
Zijnde voorts de belasting op den uitvoer voldaan, en de ver-
eischte borgtogt gesteld ter verzekering, dat binnen den tijd
van (<7) de behoorlijke bewijzen van den invoer van gezegde sla-
ven in de Nederlandsche West-Indische kolonie van (h), alhier
zullen worden geproduceerd; terwijl, bij gebreke van dien, do
door voorzegde (i) gestelde borgtogt...”

“... den procureur des Konings.
Art. 7.
Alle rekeningen en declaratien ten behoeve van den griffier
zelven zullen, alvorens door hem aan den Administrateur van
Financiën te kunnen worden ingediend, moeten worden geverifieerd
door den procureur des Konings, en zal wijders met dezelve wor-
den gehandeld als bij het voorgaande artikel is vastgesteld.
Art. 8.
Do cipier zal gehouden zijn om van de door hem telken vie-
rendeel jaars in te dienen rekeningen en declaratien een behoorlijk,
door den procureur des Konings geverifieerd, exemplaar aan den
griffier van de regtbank te doen toekomen, ten einde deze amb-
tenaar de gevangenen, welke, ten gevolge van eenige beschikking
van de regtbank, in het Fort Oranje of elders zjjn gecustodieerd,
in een daartoe door hem aan te leggen register debitere voor de
sommen, welke in de gezegde rekeningen of declaratien te hunnen
name voorkomen; zullende hij griffier verpligt zijn, daarvan telken
vierendeel jaars een extract te doen geworden aan...”
