PROCLAMATION.
We Thomas Barrow, Major General in service of His Bri-
tannic Majesty, and Governor of the Island of St. Eustatius, and
the Council of said island, . ;
Whereas it has been represented to us, that notwithstanding
the frequent orders issued by Government, that all boats and
canoes should be hauled up at the Scale House every evening,
some persons continue to haul up, and suffer their boats and
canoes to lay in the different bays and other landingplaces,
as well aback as in front of the island,
Governor and Council having therefore duly considered the
ill effects that may result therefrom to the inhabitants in general,
as well by the desertion of their slaves, as by the clandestine
exportation of produce etc., _
Do hereby order that from henceforth no boats or canoes shall be
hauled up, or suffered to lay at any bay or other landingplace at
night, but that they shall be hauled up to the Scale House at...”

as may be found at any other place, and the owner or owners of
them made responsible for all the consequences that may result
from a disobedience of these orders; it is however allowed to the
fishermen, who might be desirous to go a fishing before the gun fires
in the morning, to take away their boats, by applying to the guard.
And that none may plead ignorance of this order, shall these
presents be published by beat of drum and affixed at the usual
places.

Wij Wilhelm August van Spengler, Kolonel en Kapitein- ter- zee
in dienst van Zijne Majesteit den Koning der Nederlanden, Gou-
verneur der eilanden St. Eustatius , St. Martin en Saba, en Op-
perbevelhebber van Zijner Majesteits land- en zeemagt aldaar, en
Raden van Politie van het eerstgemeld eiland ,
Aan alle degenen , die deze zullen zien, of hooren lezen, salut!
doen te weten:
In overweging genomen hebbende, dat niet alleen verscheidene
al te jonge blanke inwoners, meestallen der vrijgekleurde lieden,
maar . zelfs een aantal slaven , van vuur-en andere wapenen voor-
zien zijn, en zich daarmede zonder restrictie op de openbare we-
gen en zelfs in de straten van het dorp vertoonen,'hetgeen aan-
leiding geeft tot dagelijksche klagten en ongeregeldheden, waar-
door de publieke veiligheid wordt geschonden,...”

Article 2nd.
The burghers and inhabitants from 16 to 60 years of age
shall be obliged to appear at such places and at such time as they
shall be ordered, under pain of such sentence as a court martial
shall award, and in case of an alarm, they are to assemble at
the head of the Hill, being the appointed alarm post, unless pre-
vented by infirmity or sickness, certified by the medical officer,
under a penalty of twelve pieces of eight.
Article 3rd.
After the burghers are assembled, no person shall be permit-
ted to absent himself without leave of the commanding officer,
under a penalty of 3 ps. 8/g.
Article 4th.
Any person neglecting to obey the summons given him by his of-
ficer , non-com. officer or person appointed by the commanding officer,
to turn out for drill or parade at the appointed hour, or refuses
to _ do his duty, shall forfeit 3 ps., which must be immediately
paid, and any person appearing in any manner contrary to the
form of dress...”

Article 10th.
Further in order to obtain regularity and discipline among the
burghers and inhabitants, composing the militia, they will assemble
the 1st. Saturday in every month at such time and place as sha 1
be appointed, and all accidents happening to the muskets
accoutrements shall be repaired by the individual, and they shall
on no occasion be made use ot unless on duty, under a penalty
of twelve ps. 8/s*
Article 11th.
The penaltys enacted by the foregoing articles or such as may
be hereafter added, shall be paid to the provost martial, who shall
demand them first, and in case of a refusal, a board of of&eera
are authorized by these presehts, to order the provost martial (on
previous condemnation by said board of officiers) to seize on as
much from the unwilling person and take the same in possessio
as will be fully sufficient to pay out of it the said fine. and in
case the delinquents are entirely unable to pay the fine , toe said
