wordt beheerst door de grondwet van 1945, de grondwet van de Vierde
Republiek, die de z.g. Franse Unie heeft gecreeerd. De Franse Unie of
Union Franqaise is samengesteld uit enerzijds de Rpublique Franp'.ise
en anderzijds "territoires et tats associs". De Rpublique Franqaise
moet niet worden beschouwd als synoniem met Frankrijk in Europa, maar
omvat, behalve het Europese Frankrijk, nog de "dpartements et terri-
toires d'outre-mer". "Dpartements d'outre-mer" zijn de vroegere over-
zeese gebiedsdelen die tot status van Frans departement zijn verheven,
terwijl tot "territoires d'outre-mer" behoren de gebieden, die de vroe-
gere status hebben behouden, zoals b.v. Equatoriaal Afrika. Men ver-
staat onder "tats associs" de landen die als afzonderlijke staten
zijn opgenomen in de Union Franqaise, terwijl tot "territoires associs"
de gebieden worden gerekend die door de Volkenbond mandaatgebieden
worden genoemd en onder bepalingen van de V.N. "trust gebieden"...”

“...equivalent to the English word "commonwealth" and translation of
commonwealth" into Spanish requires a combination of words to express
the concepts of state and liberty and association;
Whereas, in the case of Puerto Eico the most appropriate trans-
lation of "commonwealth" into Spanish is the expression "estado libre
asociado", which however should not be rendered "associated free state"
in English inasmuch as the v/ord "state" in ordinary speech in the
United States means one of the States of the Union;"
De eerste en tweede alinea van het operatief gedeelte luiden als
volgt:
"Therefore, be it resolved by the Constituent Assembly of Puerto
That in Spanish the name of the body politic created by
the Constitution which this Convention is adopting for submission to
the people of Puerto Rico shall be "Estado Libre Asociado", it beina
understood that in om,r case this term is equivalent to and an appro-
priate translation of the English word "commonwealth".
