they were led to deciding on the erection in Aruba of a Plant
for refining Venezuelan Crude Oil largely by the existing con-
ditions in the Colony of Curasao, which were sufficiently
favourable to justify the large investment of capital con-
templated. They refer not only to the comparatively reason-
able taxation itself, but also to all those mutual benefits which
consequently accrue to capital and labour in a community
such as yours, taking as one example, the general content-
ment and prosperity amongst the working population arising
out of regular employment, which is dependent to a consider-
able extent on tire presence of large undertakings such as that
of the Company, and the ever-likely prospect of a continued
extension in these undertakings....”

“... aflevering, het bezit en het
gebruik van bereid opium, ruw opium, fructus papaveris (slaap-
bollen), cocabladeren, ruwe cocane en ecgonine en van Indische
hennep en de daaruit getrokken hars, alsmede de gebruikelijke
praeparaten, waaraan deze hars ten grondslag ligt, zijn verbo-
den.
Artikel 3.
De invoer, de uitvoer, het vervoer, de verkoop, de aflevering en
het bezit van:
o. medicinaal opium;
b. morphine, diacetylmorphine, cocane en hare respectievelijke
zouten;
c. alle praeparaten, officinaal of niet officinaal, daaronder begre-
pen de z. g. anti-opiummiddelen, die morphine of cocane be-
. vatten;
d. alle praeparaten, die diacetylmorphine bevatten;
e. galenische praeparaten ("extract en tinctuur) van Indischen
hennep;
f. ieder ander narcotisch werkend geneesmiddel, waarop de
Conventie van Genve van 19 Februari 1925 overeenkomstig
artikel 10 der Conventie bij koloniale verordening toepasselijk
is verklaard,
zijn alleen toegestaan aan het Departement van den Openbaren...”
